While the Working Group established by the Human Rights Council has an important role to play in advancing the implementation of the Guiding Principles, the sheer scale and complexity of the business and human rights agenda requires larger concerted efforts that involve the United Nations system as a whole.

46. One of the available mechanisms for this purpose is the Voluntary Fund for Financial and Technical Assistance, which was established by the Human Rights Council through resolution 6/17 to help countries implement the recommendations emanating from the universal periodic review.
