Considering that the establishment of a ban on all flights in the airspace of the Libyan Arab Jamahiriya constitutes an important element for the protection of civilians as well as the safety of the delivery of humanitarian assistance and a decisive step for the cessation of hostilities in Libya,

The Secretary-General of the United Nations presents his compliments to the President of the Security Council and, in accordance with paragraph 8 of Security Council resolution 816 (1993), has the honour to bring to his attention further information received by UNPROFOR regarding apparent violations of the ban on flights in the airspace of Bosnia and Herzegovina.

In accordance with paragraph 11 of that resolution, I wish to inform you that pursuant to paragraph 8 of the resolution, beginning on 7 April 2011, and in coordination with other Member States, Sweden has taken military measures to enforce a ban on all flights in the airspace of Libya imposed by paragraph 6 of resolution 1973 (2011).
ووفقا للفقرة 11 من ذلك القرار، أود إبلاغكم أنه عملا بالفقرة 8 من القرار، اتخذت السويد بدءا من 7 نيسان/أبريل 2011، وبالتنسيق مع دول أعضاء أخرى، تدابير عسكرية لإنفاذ حظر على جميع الرحلات الجوية في المجال الجوي لليبيا فُرض بالفقرة 6 من القرار 1973 (2011).

The Council decision was later amended by Council decision 2011/178/CFSP by adding a ban on flights in the airspace of Libya, a ban on flights of Libyan aircraft in the airspace of the European Union and a requirement that nationals of European Union member States, persons subject to their jurisdiction and firms incorporated in their territories or subject to their jurisdiction should exercise vigilance when doing business with Libyan entities.
وعُدل قرار المجلس لاحقا بقرار المجلس 2011/178/CFSP بإضافة فرض حظر على الرحلات الجوية في المجال الجوي لليبيا، وفرض حظر على رحلات الطائرات الليبية في المجال الجوي للاتحاد الأوروبي واشتراط ضرورة مطالبة مواطني الدول الأعضاء في الاتحاد الأوروبي والأشخاص الخاضعين لولايات تلك الدول والشركات المنشأة في أراضيها أو الخاضعة لولاياتها بتوخي اليقظة عند إجراء أي تعامل تجاري مع كيانات ليبية.
