111. The Secretariat encourages procurement from developing countries and countries with economies in transition within the region of any peacekeeping operation whenever it is deemed efficient and cost-effective to do so.

34. Sustainable procurement is also firmly in line with the request of the General Assembly, in paragraph 15 of its resolution 63/270 for the Secretary-General to continue to explore additional innovative ways to promote procurement from developing countries and countries with economies in transition.
34 - كما ينسجم الشراء المستدام انسجاما تاما مع طلب الجمعية العامة الوارد في الفقرة 15 من قرارها 63/270 إلى الأمين العام بأن يواصل بحث طرق ابتكارية أخرى لتشجيع الشراء من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقالية.

The Committee recommends that the Assembly request the Secretary-General to review this programme with a view to making the seminars more effective and to continue and intensify the exploration of additional innovative ways to promote procurement from developing countries and countries with economies in transition.

7. The issue of procurement from developing countries and countries with economies in transition has been discussed in paragraph 15 of the Secretary-General’s main report and partially elaborated in paragraphs 2 to 8 of the addendum.

More recently, in paragraph 20 of its resolution 62/269, the Assembly, endorsing a recommendation of the Advisory Committee, requested the Secretary-General to continue and intensify the exploration of additional innovative ways to promote procurement from developing countries and countries with economies in transition.

In response to periodic injunctions by the General Assembly for increased procurement from developing countries and countries with economies in transition, the organizations as a whole have endeavoured to widen their sources of procurement as much as possible, as shown in Figures 2 and 3 below.

The proposed measures for increasing the volume of procurement from developing countries and countries with economies in transition include the establishment of business centres in selected peacekeeping missions on a trial basis in the next financial period and increasing partnership and cooperation with other organizations of the United Nations system and Member States.

The 2013 annual statistical report analyses procurement from developing countries and countries with economies in transition and examines the performance of the United Nations system, in response to General Assembly resolution 57/279, which encouraged United Nations organizations to increase opportunities for vendors in developing countries and countries with economies in transition.

65. On the issue of procurement from developing countries and countries with economies in transition, there had been systematic, absolute increases in the level of procurement from those countries over the previous four or five years: it had exceeded 45 per cent of total procurement and had at times reached 60 per cent.
65 - وفيما يتعلق بمسألة الشراء من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة الانتقال، قال إنه كانت هناك بصورة منتظمة زيادات مطلقة في مستوى الشراء من تلك البلدان على مدار السنوات الأربع أو الخمس السابقة: فقد تجاوزت 45 في المائة من إجمالي حجم المشتريات، بل ووصلت في بعض الأوقات إلى 60 في المائة.

The Secretary-General should pursue his efforts to explore innovative ways to promote procurement from developing countries and countries with economies in transition; he regretted, in that regard, that in October 2007 there had been 987 registered vendors from developing countries and countries with economies in transition and 4,377 from industrialized countries.

Lastly, the Advisory Committee's request (A/60/904, para. 20) for information on the statistical analysis employed to determine the trends in procurement from developing countries and countries in transition was rather worrying, since the current imbalance between purchases from developed and developing countries might be even greater than that described in the report.
وأخيرا فإن طلب اللجنة الاستشارية (A/60/904، الفقرة 20) المتعلق بالحصول على معلومات عن التحليل الإحصائي المستخدم في تحديد اتجاهات عملية الشراء من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقالية أمر يدعو للقلق نظرا لأن الاختلال الحالي في المشتريات من البلدان المتقدمة النمو والبلدان النامية ربما كان أكبر حتى مما ورد في التقرير.
