11. Urges Governments to protect medical and other personnel for their role in documenting torture or any other form of cruel, inhuman or degrading treatment or punishment and in treating victims of such acts;
11- تحث الحكومات على حماية العاملين الطبيين وغيرهم لدورهم في توثيق التعذيب أو غيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، وفي تقديم العلاج لضحايا هذه الأفعال؛

Noting the duty of medical and other health personnel to practice for the good of the patients and never do harm or injustice pursuant to the Hippocratic oath and their respective professional codes of ethics,
وإذ يلاحظ واجب الموظفين الطبيين وغيرهم من الموظفين الصحيين بأن يمارسوا المهنة لصالح المرضى وبعدم التسبب في أي ضرر أو ظلم بموجب القَسَم الطبي ومدونات قواعد آداب المهنة الخاصة بهم،

Noting the duty of all medical and other health personnel to report or denounce acts of torture or cruel, inhuman or degrading treatment of which they are aware to relevant medical, judicial, national or international authorities as appropriate under and consistent with their respective professional codes of ethics,
وإذ يلاحظ واجب جميع العاملين الطبيين وغيرهم من العاملين الصحيين المتمثل في إبلاغ السلطات الطبية أو القضائية الوطنية أو الدولية بأفعال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينـة الـتي يعلمون بها حسب الاقتضاء ووفق قواعد الأخلاقيات المهنية الخاصة بهم،

(e) Provide training for professional staff working with children with disabilities, such as medical, paramedical and related personnel, teachers and social workers.
(ﻫ) أن تقدم التدريب إلى الموظفين الفنيين العاملين إلى جانب الأطفال المعوقين، كالموظفين الطبيين والمساعدين الطبيين وغيرهم من الموظفين المختصين، والمدرسين والأخصائيين الاجتماعيين.

4. Urges States to respect the professional and moral independence, duties and responsibilities of medical and other health personnel;

Stressing that medical and other health personnel have a duty to provide competent medical service in full professional and moral independence, with compassion and respect for human dignity, and to always bear in mind human life and to act in the patient's best interest under their respective professional codes of ethics,
وإذ يشدد على أن العاملين الطبيين وغيرهم من العاملين الصحيين عليهم واجب تقديم خدمة طبية تتسم بالكفاءة في ظل استقلال مهني ومعنوي كامل مع الشعور بالشفقة واحترام الكرامة الإنسانية، وبأن يضعوا دائماً في الاعتبار حياة الإنسان والعمل تحقيقاً للمصلحة الفضلى للمريض بموجب مدونات الآداب المهنية المتعلقة بهم،

The rights of patients to accessible and equal medical care, to the safety and effectiveness of such care, and to respectful treatment by medical and other service personnel are all enshrined in article 16 of the draft principles.

(h) To protect medical and other personnel for their role in documenting torture or any other form of cruel, inhuman or degrading treatment or punishment and in treating victims of such acts;
(ح) حماية الموظفين الطبيين وغيرهم من الموظفين الذين يضطلعون بدور في توثيق أعمال التعذيب أو غير ذلك من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة وفي معالجة ضحايا هذه الأفعال؛

8. Stresses that States must not punish or otherwise intimidate medical and other health personnel for not obeying orders or instructions to commit, facilitate or conceal acts amounting to torture or other cruel, inhuman or degrading treatment or punishment or for speaking out against it;
8- يشدد على وجوب عدم قيام الدول بمعاقبة العاملين الطبيين وغيرهم من العاملين الصحيين أو ترهيبهم بوجوه أخرى، بسبب عدم إطاعتهم أو معارضتهم لأوامر أو تعليمات بارتكاب أو تيسير أو إخفاء أفعال تشكل تعذيباً أو غير ذلك من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

(d) To consider including in their reports submitted to the Council information on the problem of medical and other health personnel's participation in torture and other cruel, inhuman or degrading treatment or punishment;
(د) النظر في تضمين تقاريرها المقدمة إلى المجلس معلومات عن مشكلة مشاركة العاملين الطبيين وغيرهم من العاملين الصحيين في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛
