The Turkish Cypriot side is prepared to take the necessary measures to comply with this provision and ensure that travel between the United Nations-controlled buffer zone and the fenced area of Varosha shall be free and without any formality.

In the ideas presented to us on 21 March 1994, your representatives envisaged mandatory " unmanning procedures " in the area belonging to the Turkish Cypriot side between the southern perimeter of the fenced area of Varosha and the United Nations-controlled buffer zone.
وفي اﻷفكار المقدمة إلينا في ٢١ آذار/مارس ١٩٩٤، توخى ممثلوكم الاضطلاع ﺑ " إجراءات إجلاء لﻷفراد " إلزامية في المنطقة التابعة للجانب القبرصي التركي والواقعة بين الحد الجنوبي لمنطقة فاروشا المسورة والمنطقة العازلة التي تسيطر عليها اﻷمم المتحدة.

The following provision is made in your report of 1 July 1993 concerning travel between the United Nations-controlled buffer zone and the fenced area of Varosha (para. 38, fourth item):
لقد تضمن تقريركم المؤرخ ١ تموز/يوليه ١٩٩٣ الحكم التالي بشأن التنقل بين المنطقة العازلة التي تسيطر عليها اﻷمم المتحدة ومنطقة فاروشا المسورة )الفقرة ٣٨، البند الرابع(:

(b) The point of entry on the existing road from the United Nations-controlled buffer zone leading to the fenced area of Varosha will be manned with Turkish Cypriot civilian police to ensure free, unhindered and secure travel;

The area between the southern perimeter of the fenced area of Varosha and the United Nations-controlled buffer zone will be included in the unmanning agreement called for by the Security Council in resolution its 889 (1993) of 15 December 1993.
وستندرج المنطقة الواقعة بين الطرف الجنوبي لمنطقة فاروشا المسورة والمنطقة العازلة التي تسيطر عليها اﻷمم المتحدة في اتفاق إخلاء المواقع من اﻷفراد، حسبما دعا إليه مجلس اﻷمن في قراره ٨٨٩ )١٩٩٣( المؤرخ ١٥ كانون اﻷول/ديسمبر ١٩٩٣.

On 28 March 1994, to demonstrate the good will of the Turkish Cypriot side further, we presented your representatives in Cyprus with talking points, outlining free, secure and unhindered travel between the fenced area of Varosha and the United Nations-controlled buffer zone (see attachment).

٥١ - وعليه، فقد اقترح مشروع اﻷفكار " أن المنطقة بين المحيط الجنوبي لمنطقة فاروشا المسورة والمنطقة العازلة التي تسيطر عليها اﻷمم المتحدة سوف تدرج ضمن اتفاق إخلاء المواقع من اﻷفراد الذي دعا اليه قرار مجلس اﻷمن ٨٨٩ )١٩٩٣(.

- As requested in resolution 889 (1993), the United Nations Peace-keeping Force in Cyprus (UNFICYP) has initiated contacts on extending the unmanning agreement of 1989 to cover all areas of the United Nations-controlled buffer zone where the two sides are in close proximity to each other;

One of these measures envisages the cooperation of the two sides " ... with the United Nations Peace-keeping Force in Cyprus (UNFICYP) in extending the Unmanning Agreement of 1989 to cover all areas of the United Nations-controlled buffer zone where the two sides are in close proximity to each other " .
وتضع إحدى هذه التدابير تصورا لتعاون الجانبين " ... مع قوة اﻷمم المتحدة لحفظ السلم في قبرص لمد نطاق اتفاق إخلاء المواقع من اﻷفراد لسنة ١٩٨٩ ليغطي جميع المناطق في المنطقة العازلة التي تسيطر عليها اﻷمم المتحدة حيث يوجد الجانبان في مناطق شديدة القرب من بعضهما " .

Notwithstanding these specific provisions the United Nations non-papers of 9 and 21 March 1994 venture outside the parameters of the confidence-building measures package and introduce a new dimension envisaging the placing of an area completely outside the fenced area of Varosha (the road between the southern perimeter of the fenced area of Varosha and the United Nations-controlled buffer zone) under United Nations protection.
