As stated in sections B and C of Part One (Common Core Document), the State Party has complied with the requirement of Article 3 of the Convention by particularly taking in all fields; political, social, economic and cultural, all appropriate measures, including; constitutional, policy and legislation.

At its 3rd plenary meeting, on 17 September 1999, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its fifty-fourth session the item entitled “Report of the Economic and Social Council” and to allocate chapters I, VII (sections B and C) and IX of the report of the Council to the Fifth Committee.

In paragraph 4 of that report, the Committee recommends to the General Assembly that it decide to take note of the relevant chapters of the report of the Economic and Social Council, namely chapters I, VII (sections B and C) and IX. That draft decision was adopted by the Committee without a vote.
