17- ومن أصل الاستعراضات القطرية الخمسة والثلاثين التي أجريت في السنة الثالثة، بدأ 29 استعراضاً في 20 تموز/يوليه 2012 عقب سحب القرعة في الدورة الثالثة، وبدأت ستة استعراضات في 14 كانون الأول/ديسمبر 2012 عقب إعادة سحب القرعة في دورة فريق الاستعراض الثالثة المستأنفة، اقتضت الضرورةُ هذه الإعادةَ في ست حالات بسبب عدم استجابة الدول الأطراف المستعرِضة التي سبق اختيارها.

In line with past practice, it is recommended that, in order to comply with the requirement that all States parties perform a minimum of one review in each cycle, the drawing of lots at the resumed fourth session be initiated only with those States which have never performed a review (nine States) and, when that complement is exhausted, to add those States who have performed only one review (18 States).
٣١- ووفقا للممارسة المتبعة في الماضي، يوصى، من أجل استيفاء شرط إجراء جميع الدول استعراضاً واحداً على الأقل في كل دورة استعراض، بألاَّ يُستهَلَّ سحب القرعة في الدورة الرابعة المستأنفة إلاَّ بالنسبة للدول التي لم يسبق لها أن أجرت استعراضا قطّ (تسع دول)، وأن تُضاف، عندما تُستنفَد هذه المجموعة، الدول التي أجرت استعراضاً واحداً فقط (18 دولة).
