32. The operational measures concerned the deployment of customs officers by States participating in CSCE to the countries neighbouring the Federal Republic of Yugoslavia (Serbia and Montenegro) in the form of Sanctions Assistance Missions (SAMs).
٣٢ - تعلقت التدابير التنفيذية بقيام الدول المشتركة في مؤتمر اﻷمن والتعاون في أوروبا بنشر موظفي جمارك في البلدان المجاورة لجمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود( في شكل بعثات لتقديم المساعدة على تنفيذ الجزاءات.

The close and beneficial working relationship established between the Committee and the EU/OSCE Sanctions Coordinator, the EU/OSCE Sanctions Assistance Missions Communications Centre (SAMCOMM) in Brussels and the Sanctions Assistance Missions (SAMs) operating in most countries neighbouring the Federal Republic of Yugoslavia has greatly assisted the work of the Committee.

(i) Following the adoption of Security Council resolution 757 (1992), the London Conference (August 1992), noted, inter alia, that States neighbouring the Federal Republic of Yugoslavia were encountering practical problems in the enforcement of sanctions and welcomed the fact that the Government of Romania had invited experts to give advice on ways to overcome difficulties in the application of sanctions.

In September 1992, a liaison group of the European Commission and the CSCE Committee of Senior Officials approved the deployment of customs officers to the countries neighbouring the Federal Republic of Yugoslavia under the name of EC/CSCE Sanctions Assistance Missions (SAMs). b/ The SAMs were deployed upon the request of the respective host Governments.
