٦ - تبادل المعلومات من خلال لجنة الصليب اﻷحمر الدولية، بما يتفق مع المعايير المعمول بها من قبل اللجنة المذكورة بشأن جميع المقاتلين اﻷسرى والمدنيين المحتجزين فيما يتعلق بالنزاع والرهائن فضلا عن جثث الموتى وما يتعلق بتحديد مواقع مدافنهم.

Section 57 of the Constitution (which substantially corresponds to articles 14 and 15 of the International Covenant on Civil and Political Rights) guarantees the right to a fair trial, with all the necessary procedural safeguards, and section 56 guarantees the rights of persons in custody (and specifically persons detained in connection with criminal proceedings).

The decision to grant amnesty followed an appeal made to the Government by ICRC on 22 December 1995 to release the detainees on the basis of the Second Additional Protocol to the Geneva Conventions, article 6, paragraph 5 of which states that at the end of hostilities " the authorities in power shall endeavour to grant the broadest possible amnesty " to persons detained in connection with a non-international conflict.
وجاء قرار منح العفو في أعقاب مناشدة وجهت إلى الحكومة من قبل لجنة الصليب اﻷحمـر الدولية في ٢٢ كانون اﻷول/ديسمبر ١٩٩٥ ﻹطلاق سراح المحتجزين وفقا لما نص عليه في الفقرة ٥ من المادة ٦ من البروتوكول اﻹضافي الثاني لاتفاقيات جنيف، التي تنص على " أن تقوم السلطات التي بيدها اﻷمر بنهاية أعمال القتال، ببذل قصارى جهدها لمنح العفو على أوسع نطاق ممكن " لﻷشخاص المحتجزين فيما يتصل بنزاع غير دولي.
