Those delegations expressed the view that access to the geostationary orbit should be granted to all countries under equitable conditions, taking particular account of the needs and interests of developing countries, as well as the geographical position of certain countries, bearing in mind the support of the International Telecommunication Union.

90- وأبدت بعض الوفود رأيا مفاده أن المدار الثابت بالنسبة إلى الأرض هو مورد طبيعي محدود ذو خصائص فريدة ويتعرض لخطر الإشباع، وأنه لذلك ينبغي أن يُتاح النفاذ العادل إليه لجميع الدول، مع إيلاء اعتبار خاص لاحتياجات البلدان النامية.

Some delegations reiterated the view that the geostationary orbit was a limited natural resource with a number of sui generis characteristics, which risked saturation, and that, therefore, it was necessary to ensure that its use was rationalized and extended to all countries, especially those which did not currently have the technical and scientific capacity within their reach.
140- وأعادت بعض الوفود ابداء الرأي القائل بأن المدار الثابت بالنسبة إلى الأرض هو مورد طبيعي محدود ولـه عدة خصائص فريدة، وأنه معرّض للاشباع، وأن من الضروري، تبعا لذلك، ضمان ترشيد استغلاله واتاحته لجميع البلدان، ولا سيما البلدان التي لا تمتلك حاليا القدرة التقنية والعلمية اللازمة.

Some delegations expressed the view that the agreement reached by the Subcommittee at its thirty-ninth session on the question of the character and utilization of the geostationary orbit was an important basis for promoting international cooperation to ensure that the principle of equity would be applied and that all States would have access to the geostationary orbit.
87- وأبدت بعض الوفود رأيا بأن الاتفاق الذي توصلت إليه اللجنة الفرعية في دورتها التاسعة والثلاثين بشأن مسألة طبيعة المدار الثابت بالنسبة إلى الأرض واستغلاله هو أساس هام لتعزيز التعاون الدولي ولضمان تطبيق مبدأ العدالة وأن يتاح لجميع الدول النفاذ إلى المدار الثابت بالنسبة إلى الأرض.

The view was expressed that the current Constitution, Convention and Radio Regulations of ITU, as well as the current procedures set out in the treaties on international cooperation among countries and groups of countries with respect to the geostationary orbit and other orbits, fully took into account the interest of States in the use of the geostationary orbit and the radio frequency spectrum.
55- وأُعرب عن رأي مفاده أن دستور الآيتيو الراهن وإتفاقيته ولوائحه الراديوية، وكذلك الإجراءات الراهنة المبيّنة في تلك المعاهدات بشأن التعاون الدولي بين البلدان ومجموعات البلدان فيما يتعلق بالمدار الثابت بالنسبة إلى الأرض وسائر المدارات، تولي اعتبارا كاملا لمصالح الدول في استخدام المدار الثابت بالنسبة إلى الأرض وطيف الترددات الراديوية.

Those delegations expressed their satisfaction with the agreement reached by the Subcommittee at its thirty-ninth session (see A/AC.105/738, annex III) to the effect that coordination among countries aimed at the utilization of the geostationary orbit should be carried out in a rational and equitable manner and in conformity with the ITU Radio Regulations.
وأعربت تلك الوفود عن ارتياحها للاتفاق الذي توصلت إليه اللجنة الفرعية في دورتها التاسعة والثلاثين (انظر الوثيقة A/AC.105/738، المرفق الثالث)، والذي مفاده أن التنسيق بين البلدان بهدف استغلال المدار الثابت بالنسبة إلى الأرض ينبغي أن يجري بطريقة رشيدة وعادلة وبما يتوافق مع لوائح الراديو الصادرة عن الاتحاد الدولي للاتصالات.

Within that framework, those delegations expressed their satisfaction with the agreement reached by the Subcommittee at its thirty-ninth session (A/AC.105/738, annex III), in the sense that coordination among countries aimed at the utilization of the geostationary orbit should be carried out in an equitable manner and in conformity with the Radio Regulations of ITU.
