non-distorting relief can be defined either as a policy of aid that assists in the implementation of developmental state policies or that assists in the removal of distorting constraints.

Faster progress is needed in the Doha Development Round so that landlocked developing countries can reap benefits, particularly in areas that have strong positive impacts on the trade flows of landlocked developing countries, such as trade facilitation, market access and the elimination of non-tariff barriers and other trade distorting measures, as well as implementation issues;

Due to the global financial and economic crisis, the decline in trade has had a severe impact on developing countries through the fall in exports and loss of export revenues, trade barriers and trade distorting subsidies in developed countries, restricted access to trade finance and reduced investment in production diversification and in the promotion of exports remain a matter of concern.

Negotiations have centred around defining trade distortive and " non-actionable " subsidies, and a balance between developing countries' development objectives.

This view is grounded in neoclassical growth theory and studies documenting the distortionary effects of interventionism and import substitution policy.
