He welcomed the reactivation of the Royal Advisory Council for Saharan Affairs (CORCAS), which invited Saharan leaders to join the discussions on a draft plan for the autonomy of Western Sahara to be submitted in the near future to the United Nations.
وأعرب عن ترحيبه بإعادة تفعيل المجلس الملكي الاستشاري لشؤون الصحراء، الذي دعا الزعماء الصحراويين إلى الاشتراك في المناقشات المتعلقة بمشروع خطة الحكم الذاتي للصحراء الغربية المقرر تقديمها إلى الأمم المتحدة في المستقبل القريب.

To that end, nationwide consultations were launched in November 2005 with all political actors and local representatives of the region, within the framework of the Royal Consultative Council for Saharan Affairs, whose membership has been renewed, structure modernized and mandate strengthened.

The Moroccan proposal for the autonomy of its southern province offered real hope, and it was a solution supported by the overwhelming majority of the Saharans through the Royal Advisory Council for Saharan Affairs, their spokesman in past and future negotiations on the destiny of the Saharan region.

In 2005, the Royal Advisory Council on Saharan Affairs was established to assist in all cases concerning the defence of the territorial integrity of the Kingdom, achieving the economic and social development of the southern provinces and maintaining their cultural identity.

He announced the appointment of a new President and other high-level officials to the Royal Advisory Council for Saharan Affairs, in an effort to revive the body, which comprises traditional leaders (sheikhs), civil society representatives and elected members.

Ms. Ebbi (Deputy, Moroccan Parliament), speaking also as a member of the Royal Advisory Council for Saharan Affairs and an ex-member of the Political Bureau of the Frente POLISARIO, noted that the Advisory Council was the body that had drafted the Moroccan autonomy proposal together with various other political and civil society representatives.

44. The Royal Advisory Council for Saharan Affairs (CORCAS), established in 2006, is required to render advisory opinions on general or specific issues relating to the defence of Morocco's territorial integrity and national unity and to the integrated human, economic and social development of the Southern Provinces, and may suggest actions aimed at promoting the provinces' cultural, linguistic and artistic (Hassani) heritage.
44- ويتولى المجلس الملكي الاستشاري المعني بالشؤون الصحراوية، الذي أنشئ في عام 2006، إصدار آراء استشارية فيما يتعلق بالمسائل العامة أو الخاصة ذات الصلة بالدفاع عن السلامة الإقليمية والوحدة الوطنية وبالتنمية البشرية والاقتصادية والاجتماعية المتكاملة للمناطق الجنوبية، واقتراح إجراءات ترمي إلى الحفاظ على التراث الثقافي واللغوي والفني (الحساني) في هذه المناطق.

In this regard, the Independent Expert was impressed by the work of the Royal Consultative Council on Saharan Affairs, which has developed a website (www.corcas.com/eng/WesternSaharaPoliticalAffairs.aspx) on Saharawi traditions and cultural life, in eight languages.
