34. It is proposed that the General Assembly should welcome the progress on the negotiation of an international convention for the control and management of ships' ballast water and sediments and urge the International Maritime Organization to carry these negotiations through to completion according to the intended timetable.

65. Work has continued within IMO to implement LRIT.

We further urge the International Maritime Organization (IMO) to continue increasing the development of standards for the safety of vessels and advocate for agreement on a workable compensation mechanism for coastal States in the event of an accident.

The resolution also urges IMO to give priority to technical assistance programmes that focus on human resources development, particularly through training and institutional capacity-building.
