The fact that, as provided for by the staff rules of UNOPS, employees may accumulate unused leave days from one period to the next does not in itself make annual leave a long-term benefit, nor does the fact that employees are entitled to a cash payment for unused leave days upon ceasing service.
وإذا كان يجوز للموظفين، كما ينص على ذلك النظام الإداري للموظفين في المكتب، أن يراكموا أيام الإجازات غير المستخدمة من فترة إلى أخرى لاحقة، فلا يعني ذلك، في حد ذاته أن تصبح الإجازة السنوية استحقاقا طويل الأجل، ولا يترتب ذلك أيضا عن حق الموظفين في الحصول على دفعة نقدية مقابل أيام الإجازات غير المستخدمة عند التوقف عن الخدمة.

54. The Secretary-General would report to the General Assembly on the above-mentioned amendments to the Staff Rules at the main part of its sixty-fifth session and the amended new Staff Rules would enter into full force effective 1 January 2011 in accordance with staff regulation 12.4.
54 - وسيعرض الأمين العام تقريرا على الجمعية العامة عن التعديلات المذكورة أعلاه على النظام الإداري للموظفين في الجزء الرئيسي من دورتها الخامسة والستين، والنظام الإداري المؤقت للموظفين الجديد سيصبح نافذ المفعول وساريا بصورة كاملة في 1 كانون الثاني/يناير 2011 وفقا للبند 12-4 من النظام الأساسي للموظفين.

Regarding paragraph 4 (d), it might be asked, since the Registrar would be responsible for proposing staff regulations under draft article 45, paragraph 3, of the Statute, what the function of the Commission would be in that connection.
وبخصوص الفقرة ٤ )د( ، قال إنه يمكن التساؤل ، حيث أن المسجﱢل سيكون مسؤولا عن اقتراح النظام اﻹداري للموظفين في إطار مشروع الفقرة ٣ من المادة ٤٥ في النظام اﻷساسي ، فيمكن التساؤل عن دور اللجنة في هذا الخصوص .
