The West African Monetary Institute improved its capacity to design and implement better policies to support the implementation of a customs union in the ECOWAS region owing to the capacity support provided by ECA to the ECOWAS Commission as well as its ongoing support for national and subregional development initiatives in the region.

Brazil was the next largest contributor, with $27.6 million, followed by Spain ($18.75 million), Portugal ($17.0 million), the World Bank ($16.5 million), the African Development Bank ($14.5 million), the West African Monetary Union ($15.5 million) and the Central Bank of West African States ($10.25 million).

The transition from monetary cooperation (through the West African Monetary Union (WAMU)) to economic and monetary integration (through WAEMU) demonstrates a desire not to be limited to the liberalization of goods but to achieve liberalization of capital and services, the free circulation of persons and the harmonization of economic policies, while maintaining the common currency.
