ولضمان المشاركة الكاملة في أعمال المؤتمر يوصى بأن يزوّد ممثلــو اﻷطراف بصلاحيات كاملة للمشاركة في الدورة وللعمل إذا لزم اﻷمر كأعضاء في مكتب الدورة الثانية لمؤتمر اﻷطراف وفي أي من لجان الدورة أو اﻷفرقة العاملة وكذلك كأعضاء في مكتب الهيئات الفرعية المنشأة بموجب الاتفاقية.
