Southern Lebanon has been the target of Israeli bombardment and air raids, which have brought down great suffering and destruction upon the populace. All this took place while Security Council resolution 425 (1978) stipulated, inter alia, full withdrawal of Israeli forces from southern Lebanon, and underscored the need to restore peace and security to the area, and to help the Lebanese Government regain its full authority over all its territory.
