I. Universalizing the Convention
أولاً - انضمام جميع الدول إلى الاتفاقية

They believed that the effective contribution of the Convention to international and regional peace and security would be enhanced through universal adherence to the Convention.

(j) Non-adversarial nature: the review mechanism should not be adversarial and should not dissuade States who are not already parties from acceding to the Convention; rather, it should promote universal adherence to the Convention;
(ي) البعد عن الطابع الخصامي: ينبغي أن تكون آلية الاستعراض بعيدة عن الطابع الخصامي وينبغي ألا تَثني الدول التي ليست أطرافا في الاتفاقية بعدُ عن الانضمام إليها، بل ينبغي أن تشجّع على انضمام جميع الدول إلى الاتفاقية.

Thus, the review mechanism should: (a) complement existing international and regional review mechanisms in order that the Conference may, as appropriate, cooperate with them and avoid duplication of effort; (b) aim to assist States parties in the effective implementation of the Convention; (c) take into account a balanced geographical approach; and (d) be non-adversarial and non-punitive and promote universal adherence to the Convention (Norway).

To assure the steady progress of the universalization of the Convention and its Protocols, at the initiative of the CCW Bureau, the 2005 Meeting of the States Parties decided to put forth, for the first time ever, a consolidated appeal for the universality of the Convention and all its annexed Protocols.
