The attention of the exporters was drawn to the reminder in the approval letters with a view to ensuring the timely delivery of humanitarian supplies to Iraq by the required delivery date as indicated in the contracts.
ووجه انتباه المصدرين إلى التذكير الوارد في رسائل الموافقة بغية ضمان توريد اﻹمدادات اﻹنسانية إلى العراق فـي الوقـت المناسب، وذلك قبـل انقضاء موعـد التوريـد المطلـوب المنصوص عليه في العقود.

- To guarantee free access to the above-mentioned territories by humanitarian organizations, the International Committee of the Red Cross (ICRC) and the Office of the United Nations High Commissioner for Refugees (UNHCR), and to allow the unimpeded entry of humanitarian supplies into those territories;
- لضمان حرية الوصول إلى اﻹقليمين المذكورين أعلاه من جانب المنظمات اﻹنسانية ولجنة الصليب اﻷحمر الدولية ومفوضية اﻷمم المتحدة لشؤون اللاجئين والسماح بدخول اﻹمدادات اﻹنسانية إلى اﻹقليم دون قيود؛

I therefore recommend that, pursuant to paragraph 14 of its resolution 1242 (1999) of 21 May 1999, the Security Council keep the current arrangements under review in order to ensure the uninterrupted flow of humanitarian supplies into Iraq.
وعليه، فإنني أوصي بأن يبقى مجلس اﻷمن هذه الترتيبات قيد الاستعراض، عملا بالفقرة ١٤ من قراره ١٢٤٢ )١٩٩٩( المؤرخ ٢١ أيار/ مايو ١٩٩٩، من أجل ضمان تدفق اﻹمدادات اﻹنسانية إلى العراق دون انقطاع.

12. Appeals to all States to continue to cooperate in the timely submission of applications and the expeditious issue of export licences, facilitating the transit of humanitarian supplies authorized by the Committee established by resolution 661 (1990), and to take all other appropriate measures within their competence in order to ensure that urgently needed humanitarian supplies reach the Iraqi people as rapidly as possible;
٢١ - يناشد جميع الدول أن تواصل التعاون في تقديم الطلبات في الوقت المناسب وإصدار تراخيص التصدير على وجه السرعة، وتسهيل نقل اﻹمدادات اﻹنسانية التي تأذن بها اللجنة المنشأة بموجب القرار ٦٦١ )١٩٩٠(، وأن تتخذ جميع التدابير الملائمة اﻷخرى في إطار اختصاصها لضمان وصول ما يلزم عاجلا من اﻹمدادات اﻹنسانية إلى الشعب العراقي بأقصى سرعة ممكنة؛

III. EXPORT OF humanitarian supplies to IRAQ
ثالثا - تصدير اﻹمدادات اﻹنسانية إلى العراق

The Treasurer will continue to pursue practical options for streamlining the issuance of letters of credit by BNP so as to hasten the delivery of humanitarian supplies to Iraq;
وسيستمر أمين الخزانة في البحث عن خيارات عملية لتبسيط إصدار مصرف باريس الوطني لخطابات الاعتماد بغية التعجيل بتسليم اﻹمدادات اﻹنسانية إلى العراق؛

ثالثا - تصدير اﻹمدادات اﻹنسانية إلى العراق

At the same time, the Committee has made repeated efforts to expedite the processing of humanitarian supplies to Iraq and consignments of supplies approved during the initial 180-day period operation continue to arrive in Iraq steadily.
وقد بذلت اللجنة جهودا متكررة لﻹسراع بتجهيز اﻹمدادات اﻹنسانية إلى العراق ومن ثم يتوالى وصول شحنات اﻹمدادات التى جرت الموافقة عليها لفترة اﻟ ١٨٠ يوما اﻷولى إلى العراق على نحو مطرد.

16. The United Nations independent inspection agents (Lloyd's Register) continue to inspect the arrival of humanitarian supplies into Iraq.
١٦ - وواصل وكلاء التفتيش المستقلون الذين تستخدمهم اﻷمم المتحدة من شركة لويد )Lloyd ' s Register( فحص وصول اﻹمدادات اﻹنسانية إلى العراق.

14. Decides to keep these arrangements under review, including in particular those in paragraph 2 above, to ensure the uninterrupted flow of humanitarian supplies into Iraq, and expresses its willingness to review the relevant recommendations of the report of the panel established to review humanitarian issues (S/1999/356, annex II) as appropriate with regard to the 180-day period referred to in paragraph 1 above;
١٤ - يقرر أن يبقي هذه الترتيبات قيد الاستعـــراض، بما فيهـــا علـــى وجه الخصوص الترتيبات المنصوص عليها في الفقرة ٢ أعلاه، لكفالة تدفق اﻹمدادات اﻹنسانية إلى العراق دون انقطاع، ويعرب عن استعداده لاستعراض التوصيات ذات الصلة الواردة في تقرير الفريق المنشأ من أجل استعراض المسائل اﻹنسانية )S/1999/356، المرفق الثاني(، حسب الاقتضاء فيما يتعلق بفترة اﻟ ١٨٠ يوما المشار إليها في الفقرة ١ أعلاه؛

14. Decides to keep these arrangements under review including in particular those in paragraph 2 above, to ensure the uninterrupted flow of humanitarian supplies into Iraq, and expresses its determination to act without delay to address the recommendations of the report of the panel established to review humanitarian and other issues in Iraq (S/1999/356) in a further, comprehensive resolution;
٤١ - يقرر أن يبقي هذه الترتيبات قيد الاستعراض، بما فيها على وجه الخصوص الترتيبات المنصوص عليها في الفقرة ٢ أعلاه، لكفالة تدفق اﻹمدادات اﻹنسانية إلى العراق دون انقطاع، ويعرب عن تصميمه على العمل دون تأخير على تناول توصيات تقرير الفريق المنشأ من أجل استعراض المسائل اﻹنسانية وغيرها في العراق )S/1999/356( في قرار آخر شامل؛

12. 13. The authentication of the arrival of humanitarian supplies in Iraq by the United Nations independent inspection agents (Lloyd's Register) has been going on smoothly at all four entry points at Al-Walid, Trebil, Umm Qasr, and Zakho.
١٣ - كان العمل الذي يقوم به المفتشون المستقلون التابعون لﻷمم المتحدة )سجل لويدز( للتحقق من وصول اﻹمدادات اﻹنسانية إلى العراق يسير بصورة سلسة في نقاط الدخول اﻷربع الموجودة في الوليد وطربيل وزاخو وأم قصر.

It is also essential to ensure unimpeded delivery of humanitarian supplies throughout the country.
كما أن من اللازم ضمان أن تصل اﻹمدادات اﻹنسانية إلى كل أنحاء البلاد بغير عوائق.
