This week, the Fourth UN Conference on LDCs in Istanbul takes place against the backdrop of much unrest in the Middle East and North Africa region.

I. INTRODUCTION 1. In its resolution 52/187 of 18 December 1997, the General Assembly decided to convene the Third United Nations Conference on the Least Developed Countries (LDCs) in 2001, with the following mandate:
