4 - أن يحيط علماً مع التقدير بأن أرمينيا قدمت خطة عمل لكفالة عودتها العاجلة إلى الامتثال لتدابير الرقابة على بروميد الميثيل الواردة في البروتوكول وأن يشير إلى أن أرمينيا تلتزم بموجب الخطة، وبدون الإخلال بتشغيل الآلية المالية للبروتوكول، بما يلي:

The representative of Azerbaijan failed to acknowledge that Armenia had done exactly what the Security Council resolutions had called on it to do, by using its good offices with the leadership of Nagorny Karabakh to help find a peaceful solution.
وأضافت أن ممثل أذربيجان لا يعترف بأن أرمينيا قامت تحديدا بما طالبتها به قرارات مجلس الأمن، وذلك باستخدام مساعيها الحميدة مع قيادة شعب ناغورني كاراباخ للمساعدة في التوصل إلى حل سلمي.

Kazakhstan expressed its conviction that Armenia would continue its efforts to protect human rights, and encourage the Government to pay more attention to the improvement of the rights and living conditions of the most vulnerable.

Azerbaijan fails to acknowledge that Armenia has done exactly what the Security Council has called on Armenia to do: to use its good offices with the leadership of Nagorno Karabagh to help find a peaceful solution to the conflict.

Thus, the President of Armenia, Serge Sarkissian, publicly acknowledged that the war was started by Armenia and that the aim of the war was to fulfil the long nurtured plan of seizing Azerbaijani territory.
وهكذا، فقد أقرّ رئيس أرمينيا، سيرج سركيسيان، علنا بأن أرمينيا هي التي شنت الحرب وأن هدف الحرب يكمن في تحقيق خطة مبيّتة منذ فترة طويلة للاستيلاء على أراضي أذربيجان.
