16. International cooperation to promote the peaceful uses of nuclear energy should also be strengthened.

The Conference should affirm that a comprehensive safeguards agreement and an additional protocol were the verification standard necessary to provide credible assurance that a State was in compliance with its peaceful-use commitments under the Treaty.
وينبغي للمؤتمر أن يؤكد أن اتفاق الضمانات الشاملة وتوقيع بروتوكول إضافي يشكلان معيار التحقق اللازم لتقديم ضمان موثوق به بأن الدولة تمتثل لالتزاماتها بالاستخدام السلمي بموجب المعاهدة.
