Thailand had helped to draft the Association of Southeast Asian Nations (ASEAN) Strategic Framework for Social Welfare and Development (2011-2015), emphasizing the issue of persons with disabilities, and had suggested that 2011-2020 should be proclaimed the ASEAN Decade of Persons with Disabilities in order to promote disability-inclusive development in the region.
