324. The Committee is concerned about the effects presidential decrees can and do have upon the enjoyment of the rights recognized in the Covenant.
٤٢٣- وتشعر اللجنة بالقلق أيضاً إزاء اﻵثار التي قد تحدثها والتي تحدثها بالفعل المراسيم الرئاسية على التمتع بالحقوق المعترف بها في العهد.

1. Recognition to non-nationals of the rights recognized in the Covenant and possible differences
1- الاعتراف لغير المواطنين بالحقوق المعترف بها في العهد والاختلافات الممكنة

According to the Committee, the principal obligation of States parties reflected in article 2.1 of the Covenant requires them to take steps " with a view to achieving progressively the full realization of the rights recognized " in the Covenant.
ووفقاً لرأي اللجنة، فإن الالتزام الرئيسي الذي يقع على كاهل الدول ويتجلى في المادة 2-1 من العهد يوجب على الدول اتخاذ ما يلزم من الخطوات " لضمان التمتع الفعلي التدريجي بالحقوق المعترف بها " في العهد.
