The Committee recalls that the General Assembly, in its resolution 66/247, requested the Secretary-General to submit to the Assembly at its sixty-eighth session, in the context of the proposed programme budget for the biennium 2014-2015, a detailed implementation plan and cost analysis for the strategic heritage plan.

53. In line with the request by the General Assembly in section V, paragraph 3, of its resolution 68/247 A, the Secretary-General confirms that the requirements outlined in the present report on the strategic heritage plan are coordinated with the requirements currently being developed under the auspices of the ongoing strategic capital review.

18. The Group of 77 and China would actively study the findings and proposals in the report on the strategic heritage plan for the United Nations Office at Geneva (A/66/279), containing the results of the conceptual engineering and architectural study.

23. Requests the Secretary-General to ensure that all associated costs related to the strategic heritage plan are presented transparently in the project cost estimates throughout the project cycle of the strategic heritage plan and to ensure that all such costs are fully justified and necessary for the timely completion of the project;

It was indicated also that proposals with respect to the strategic heritage plan would be submitted to the General Assembly at its sixty-fourth session following the completion of an initial basic assessment (A/64/6 (sect. 33), para. 33.11).

14. In his report, the Secretary-General indicates that the lessons learned from the capital master plan have been incorporated and that additional lessons from industry experts have been collected to guide the planning of the forthcoming activities in relation to the strategic heritage plan (see A/69/417, paras. 18-20).

In order to preserve the unique heritage and maintain the integrity and working order of the building, the United Nations Office at Geneva, in coordination with the Office of the Capital Master Plan at Headquarters, has been working to devise a comprehensive renovation and refurbishment programme, which is referred to as the " strategic heritage plan " .

Moreover, revenue-producing activities, as well as opportunities for drawing value from the existing grounds belonging to the United Nations Office at Geneva, have been identified and merit further assessment in terms of their potential for reducing the overall cost of the strategic heritage plan to Member States.

Also requests the Secretary-General to ensure the progressive implementation of relevant accessibility standards with regard to the human rights treaty body system, as appropriate, particularly in connection with the strategic heritage plan being developed for the United Nations Office at Geneva, and to provide reasonable accommodation for treaty body experts with disabilities to ensure their full and effective participation;
