(24) بينما تعترف اللجنة بوجود لجنة دائمة منشأة حديثاً معنية بالشكاوى التي يقدمها الجمهور، فإنها تشعر بقلق بالغ إزاء ما يواجهه الأفراد الذين ربما يكونون قد خضعوا للتعذيب وإساءة المعاملة من عقبات في تقديم الشكاوى وفي النظر في دعاواهم بسرعة ونزاهة من قبل السلطات المختصة.

85. Under Iraqi criminal law, any individual claiming to have been subjected to torture has the right to submit a complaint to the competent authorities, which have an obligation to look into such complaint in a prompt and impartial manner (art. 1 of the Code of Criminal Procedure promulgated under Act No. 23 of 1971).
85- تضمن القوانين الجنائية العراقية لأي فرد يدعي بأنه قد تعرض للتعذيب الحق في تقديم شكوى إلى السلطات المختصة ووفق ما ورد في المادة 1 من قانون أصول المحاكمات الجزائية رقم 23 لسنة 1971 وفي إن تنظر هذه السلطات في شكواه بسرعة ونزاهة.
