(b) That it is of the opinion that the obligation imposed under the terms of this article does not prevent The submission of a request for admission from being made subject to certain conditions, failure to meet such conditions resulting in inadmissibility; The referral of a request for admission to a third State, in the event that such a State is considered to be primarily responsible for dealing with the request for asylum.
)ب( أن الالتزام المفروض بمقتضى أحكام هذه المادة لا يحول في رأيها دون اخضاع تقديم طلب القبول لشروط معينة، ورفض الطلب في حالة عدم الوفاء بهذه الشروط احالة طلب القبول إلى دولة ثالثة في حالة اعتبار أن هذه الدولة تتحمل المسؤولية اﻷولى عن معالجة طلب اللجوء.

under the provisions of this Convention, acts committed by peoples in their struggle, including armed struggle, against aggression, colonialism and, in brief, foreign occupation shall not be regarded as constituting terrorism, provided that such acts take place in the context of international conventions governing armed conflicts, as well as international humanitarian law.
بمقتضى أحكام هذه الاتفاقية لا تعتبر الأفعال التي تقوم بها الشعوب، في إطار نضالها، بما في ذلك النضال المسلح ضد العدوان والاستعمار، وضد السيطرة الأجنبية بصفة عامة، أفعالا إرهابية شريطة أن تقع الأفعال المذكورة ضمن إطار الاتفاقيات الدولية المنظمة للنـزاعات المسلحة، فضلا عن القانون الإنساني الدولي.
