II. Analysis of the commitments made in the Comprehensive Agreement on Human Rights

under the Comprehensive Agreement on Human Rights, MINUGUA has created a Joint Unit with UNDP in order to maximize the fulfilment of the institution-building part of its mandate.
وقد أنشأت البعثة، بموجب الاتفاق الشامل بشأن حقوق اﻹنسان، وحدة مشتركة مع برنامج اﻷمم المتحدة اﻹنمائي بغية الوفاء بأكبر قدر ممكن من جزء ولايتها المتعلق ببناء المؤسسات.

16. As in previous reports, this section deals with the commitments under the Comprehensive Agreement on Human Rights (A/48/928-S/1994/448) for which a time-frame was set in the Timetable Agreement.

In conclusion, I must reiterate that it is incumbent upon the parties to comply fully with their commitments under the Comprehensive Agreement on Human Rights and with human rights aspects of the Agreement on Identity and Rights of Indigenous Peoples, which they have requested the United Nations to verify.
٨ - وفي الختام، أجد أن لزاما عليﱠ أن أكرر أن الطرفين ملزمان بالامتثال التام لالتزاماتهما بموجب الاتفاق الشامل بشأن حقوق اﻹنسان وجوانب حقوق اﻹنسان الواردة في اتفاق هوية وحقوق السكان اﻷصليين، وهي الالتزامات التي طلبا إلى اﻷمم المتحدة التحقق منها.

4. Calls upon the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca to take effective action to implement the recommendations contained in the third and fourth reports of the Director of the Mission and to comply fully with their commitments under the Comprehensive Agreement on Human Rights and with human rights aspects of the Agreement on Identity and Rights of Indigenous Peoples;
٤ - تطلب إلى حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي اتخاذ إجراءات فعالة لتنفيذ التوصيات الواردة في التقريرين الثالث والرابع لمدير البعثة والامتثال التام لالتزاماتهما بموجب الاتفاق الشامل بشأن حقوق اﻹنسان وبالجوانب المتصلة بحقوق اﻹنسان من الاتفاق المتعلق بهوية وحقوق السكان اﻷصليين؛

7. The Committee notes that, under the Comprehensive Agreement on Human Rights, signed on 29 March 1994 by the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), the parties agreed on a wide range of commitments relating to human rights, including the Verification Mission's deployment throughout the country (A/48/985, para. 28).
