In response to a wish expressed by members of the Security Council, the Special Commission herewith presents an account of the Government of Iraq's attitude on certain aspects of implementation of its obligations under section C of Security Council resolution 687 (1991) and subsequent relevant resolutions and agreements.

17. As regards paragraph 22 of resolution 687 (1991) on actions taken by Iraq in implementation of its obligations under section C of resolution 687 (1991), IAEA would have to satisfy itself that it was in a position to complete the implementation of its plan for ongoing monitoring and verification, approved in Security Council resolution 715 (1991).

Enactment of the necessary legislation is clearly one of the steps that Iraq is required to take in terms of paragraph 22 of resolution 687 (1991) before the Commission can report to the Council that, in its view, Iraq has taken the actions required of it under section C of that resolution.

What is primarily required is a dedicated and honest commitment by Iraq, implemented on all levels, to a course of full cooperation and transparency if the stage is to be reached in the near future where the Commission would be able to report that, in its view, Iraq has carried out the actions required of it under section C of resolution 687 (1991).
