20. The Special Rapporteur on the situation of human rights defenders visited Colombia from 7 to 18 September 2009, to assess the situation of human rights defenders in the country.
20- قامت المقرِّرة الخاصة المعنية بوضع المدافعين عن حقوق الإنسان بزيارة إلى كولومبيا في الفترة من 7 إلى 18 أيلول/سبتمبر 2009 بهدف تقييم وضع المدافعين عن حقوق الإنسان في ذلك البلد.

84. In her report submitted to the Human Rights Council at its twenty-second session, the Special Rapporteur on the situation of human rights defenders focused on the role of national human rights institutions as human rights defenders (A/HRC/22/47).
84- وركّزت المقررة الخاصة المعنية بوضع المدافعين عن حقوق الإنسان في تقريرها المقدم إلى مجلس حقوق الإنسان في دورته الثانية والعشرين على دور المؤسسات الوطنية لحقوق الإنسان بصفتها مدافعة عن حقوق الإنسان.

On 4 December 2009, together with the German-based Ecumenical Network of Central Africa, a discussion on the human rights situation in the Democratic Republic of the Congo was held in Geneva with the office of the Special Rapporteur on the situation of human rights defenders.

On 8 January 2009, an allegation letter was sent by the Chair-Rapporteur of the Working Group on Enforced or Involuntary Disappearances, the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression and the Special Rapporteur on the situation of human rights defenders, concerning Moussa Bourefis.

24. On 29 July 2009, an allegation letter was sent by the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, the Special Rapporteur on the situation of human rights defenders and the Special Rapporteur on violence against women, its causes and consequences, regarding Dr. Harshinindar Kaur.

45. On 16 December 2009, the Chair-Rapporteur of the Working Group on Arbitrary Detention, the Special Rapporteur on the situation of human rights defenders and the Special Rapporteur on the independence of judges and lawyers sent a joint urgent appeal to the Bolivarian Republic of Venezuela regarding Judge María Lourdes Afiuni.

On 2 December 2009, the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression and the Special Rapporteur on the situation of human rights defenders sent an urgent appeal to Yemen concerning the situation of Amal Basha, Chair of the Sisters' Arab Forum for Human Rights.

It works closely with several United Nations special procedures mandate holders, including the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, the Special Rapporteur on extrajudicial, summary or arbitrary executions, the Special Rapporteur on torture, and the Special Rapporteur on the situation of human rights defenders.

69. The Special Rapporteur addressed letters to the following Governments with regard to the situation of human rights defenders whose lives were threatened or who had been extrajudicially killed: Algeria, Argentina, Brazil, Colombia, Georgia, Guatemala, Haiti, Honduras, Indonesia, Liberia, Mexico, Namibia, Nicaragua, Tunisia, Venezuela and Zimbabwe.

36. A related urgent appeal was sent on 13 March 2009 by the Chair-Rapporteur of the Working Group on Enforced or Involuntary Disappearances, the Special Rapporteur on extrajudicial, summary or arbitrary executions, the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, and the Special Rapporteur on the situation of human rights defenders.
36- وأرسل نداءً عاجلاً بشأن هذه القضية كل من الرئيس - المقرِّر للفريق العامل المعني بحالات الاختفاء القسري أو غير الطوعي والمقرِّر الخاص المعني بحالات الإعدام خارج القضاء أو بإجراءات موجزة أو تعسفاً والمقرِّر الخاص المعني بتعزيز وحماية الحق في حرية الرأي والتعبير والمقرِّرة الخاصة المعنية بوضع المدافعين عن حقوق الإنسان.

38. Ms. Sekaggya (Special Rapporteur on the situation of human rights defenders), responding to the questions put by the delegations, said that the main problems encountered in implementing the Declaration were the restrictions placed on freedom of association and freedom of expression, the lack of protection offered by police services and, last but not least, the impunity enjoyed by offenders.
38 - السيدة سيكاغيا (المقررة الخاصة، المعنية بوضع المدافعين عن حقوق الإنسان): ذكرت في معرض ردها على أسئلة الوفود أن المشاكل الرئيسية التي تتم مواجهتها في تنفيذ الإعلان هي القيود المفروضة على حرية تكوين الجمعيات وحرية التعبير والنقص في الحماية التي توفرها أجهزة الشرطة، وبالأخص إفلات المذنبين من العقاب.

45. Ms. Sekaggya (Special Rapporteur on the situation of human rights defenders) said that States resorted to different means to limit freedom of expression -- adopting restrictive laws, withdrawing consent, displacing populations, breaking into homes -- especially in the case of defenders working in the area of economic, social and cultural rights or upholding the rights of lesbian, gay, bisexual and transgender people.
45 - السيدة سيكاغيا (المقررة الخاصة المعنية بوضع المدافعين عن حقوق الإنسان): ذكرت أن تلجأ إلى طرق مختلفة للحد من حرية التعبير - اعتماد قوانين تقييدية، وسحب الموافقات، وترحيل السكان، ومداهمة المنازل - لا سيما ضد الأشخاص الذين يناضلون من أجل حقوقهم الاجتماعية والثقافية والاقتصادية أو يدافعون عن حقوق مجموعات من أمثال السحاقيات والمثليين وثنائيي الجنس ومغايري الهوية الجنسية.

The Special Rapporteur on the situation of human rights defenders has expressed concern at the overly broad interpretation of security-related charges used against lawyers and human rights defenders, which has resulted in disproportionate and undue restrictions on their right to carry out their legitimate and peaceful activities in the defence and promotion of human rights.
وقد أعرب المقرر الخاص المعني بوضع المدافعين عن حقوق الإنسان عن قلقه إزاء الإفراط في توسيع نطاق تفسير التهم ذات الصلة بالأمن التي تستخدم ضد المحامين والمدافعين عن حقوق الإنسان، الأمر الذي أسفر عن فرض قيود غير متناسبة وغير ضرورية على حقهم في القيام بأنشطتهم المشروعة والسلمية في مجال الدفاع عن حقوق الإنسان وتعزيزها().

32. Specific recommendations have also been made to The Gambia to invite the Special Rapporteurs on: promotion and protection of the right to freedom of opinion and expression (JS1, JS5, JS6 and JS7,), situation of human rights defenders (JS1) and rights to freedom of peaceful assembly and of association (JS1).
32- وقُدّمت إلى غامبيا توصيات محددة تمثلت في دعوة المقرر الخاص المعني بتعزيز وحماية الحق في حرية الرأي والتعبير (الورقة المشتركة 1(97) والورقة المشتركة 5(98) والورقة المشتركة 6(99) والورقة المشتركة 7(100)) والمقرر الخاص المعني بوضع المدافعين عن حقوق الإنسان (الورقة المشتركة 1(101)) والمقرر الخاص المعني بالحق في حرية التجمع السلمي وفي تكوين الجمعيات (الورقة المشتركة 1(102)).
