As for draft articles 14 (Facilitation of external assistance) and 15 (Termination of assistance), her delegation was of the view that both exemptions from compliance with domestic law and procedures for the termination of assistance should be provided for by the affected State under its laws through mechanisms that were consistent with international law on the matter.
أما بالنسبة لمشروعي المادتين 14 (تيسير المساعدة الخارجية) و 15 (إنهاء المساعدة)، يرى وفدها أنه ينبغي للدولة المتأثرة أن توفر كلا من الإعفاء من الامتثال للقانون المحلي والإعفاء من إجراءات إنهاء المساعدة وذلك بموجب قوانينها عن طريق آليات تتسق مع القانون الدولي في هذا الشأن.

I might also add that the formulation in article XIV (2) which vests in the Conference the power to consider and decide " measures consistent with international law ... to accelerate the ratification process " should not be interpreted to mean a derogation in any form of the sovereign right of States to decide on ratification of treaties, which is a right well established in international law.
ويمكني أن أضيف أيضا أن الصياغة الواردة في المادة الرابعة عشرة )٢( التي تخول المؤتمر سلطة بحث واتخاذ " تدابير تتسق مع القانون الدولي ... من أجل التعجيل بعملية التصديق " ينبغي ألا تفسر على أنها تعني التنصل بأي شكل من اﻷشكال من الحق السيادي للدول في أن تقرر التصديق على المعاهدات وهو حق راسخ جيدا في القانون الدولي.

(b) In operative paragraph 5, the words " and invites Member States in a position to do so to consider appropriate steps, consistent with international law, for that specific purpose " were replaced by the words " and expresses the hope that these actions and other possible actions by other States, consistent with international law, will encourage the Government of Nigeria to achieve that specific purpose " .

7 - يهيب بجميع الدول أن تتخذ، عند بناء مجتمع المعلومات، خطوات لتفادي اتخاذ أي تدابير انفرادية لا تتسق مع القانون الدولي وميثاق الأمم المتحدة وتحول دون أن يحقق سكان البلدان المتضررة التنمية الاقتصادية والاجتماعية على نحو تام ودون أن ينعموا بالرفاه، والامتناع عن اتخاذ تدابير من هذا القبيل؛
