203. the High Commissioner urges the adoption of domestic legislation on racial discrimination providing for specific penalties and prohibitions, in accordance with the International Convention on the Elimination of All Forms of Racial Discrimination and the request of the Committee on the Elimination of Racial Discrimination contained in the report on its two regular sessions in 1999 (A/54/18, paras. 474481).
