وكانت اللجنة قد قررت، بموجب قرارها ١٩٩١/٢٤ أن تنشئ فريقا عاملا يتألف من خمسة خبراء مستقلين مهمته التحقيق في حالات الاحتجاز المفروض تعسفا أو بطريقة تتنافى مع المعايير الدولية ذات الصلة بالموضوع والمبينة في الاعلان العالمي لحقوق اﻹنسان أو في الصكوك القانونية ذات الصلة التي قبلتها الدول المعنية.

(a) Investigating cases of detention imposed arbitrarily or otherwise inconsistently with the relevant international standards set forth in the Universal Declaration of Human Rights or in the relevant international legal instruments accepted by the States concerned;

BNUB/OHCHR responded, through a letter on 11 September to the Attorney General and the Minister of Justice and in a parallel communiqué, clarifying the definition of extrajudicial, arbitrary or summary executions utilized by the United Nations, based on the mandates of the relevant United Nations Special Rapporteur.
وردّ مكتب الأمم المتحدة في بوروندي/مفوضية حقوق الإنسان على ذلك، في رسالة في 11 أيلول/سبتمبر وجهت إلى النائب العام ووزير العدل في بيان متواز، أوضح فيها تعريف الإعدام خارج نطاق القضاء أو تعسفا أو بإجراءات موجزة الذي تستخدمه الأمم المتحدة، استنادا إلى ولايات المقرر الخاص للأمم المتحدة ذي الصلة.

It also invited OHCHR and the Crime Prevention and Criminal Justice Division of the Secretariat to consider revising the Manual on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions.
ودعت أيضاً المفوضية السامية وشعبة منع الجريمة والعدالة الجنائية التابعة للأمانة العامة إلى النظر في تنقيح دليل المنع والتقصي الفعالين لحالات الإعدام خارج القضاء أو تعسفا أو بإجراءات موجزة.
