14. The overall population growth is a driving force for measures to be taken for a radical land use change, aiming at an effective increase of food production, provision of food security and alleviation of poverty.

In the context of the Central America Commission on Environment, conservation-related policies and practices were recognized as factors promoting land-use change and contributing to greater poverty conditions, since such policies in some Central American countries prohibited the use of forests, in or outside protected areas, without providing alternatives.
