In 2007, the third mandate holder, Ms. Jahangir, contributed comments during the development of the Toledo Guiding Principles on Teaching about Religions and Beliefs in Public Schools.

F18NS mentioned that, as a participating State of the Organisation for Security and Co-operation in Europe (OSCE), Turkey has agreed to implement measures " to counter prejudices and misrepresentation, particularly in the field of education " like the Toledo Guiding Principles on Teaching about Religions and Beliefs in Public Schools.

With regard to prevention activities, the Special Rapporteur has been involved in efforts by the Advisory Council of Experts on Freedom of Religion or Belief of the Office for Democratic Institutions and Human Rights to develop the Toledo Guiding Principles on Teaching About Religions and Beliefs in Public Schools.

HRWF further recommended that confessional instruction not be funded by the State but by the free will contributions of the church's members and that state school curriculum related to religion follow the OSCE Toledo Guiding Principles on Teaching about Religions and Beliefs in Public Schools.
