I recall the draft nuclear test—ban treaty prepared by the Chairman of the Ad Hoc Committee, Ambassador Jaap Ramaker of the Netherlands, after taking endless precautions and holding countless discussions, and placed before the Conference on 28 May 1996.
وأشير في هذا الصدد إلى مشروع معاهدة حظر التجارب النووية الذي أعده رئيس اللجنة المخصصة آنذاك السفير جاب راماكر ممثل هولندا، بعد أن اتخذ احتياطات لا نهاية لها وأجرى مناقشات لا حصر لها، وقد وضعه أمام المؤتمر في 28 أيار/مايو 1996.

Also at the same meeting, speaking under agenda item 11, Ambassador Jaap Ramaker, who had served as Special Representative following agreements in 2003, 2005 and 2007 to assist the coordinating States in performing their functions to promote the entry into force of the Treaty, presented a report covering his activities.

It is truly regrettable that the text that has been submitted by the Chairman of the Ad Hoc Committee for the NTB, Ambassador Jaap Ramaker, which is contained in document CD/NTB/WP.330/Rev.2, has not met with consensus. This has placed the Conference on Disarmament in an extremely difficult situation that could affect its credibility in its capacity as the sole negotiating forum in the field of disarmament.
إن مما يؤسف له حقاً أن النص الذي قدمه رئيس اللجنة المخصصة لحظر التجارب النووية السفير جاب راماكر والوارد في الوثيقة )٠٣٣ تنقيح ٢( لم يحظ بتوافق اﻵراء، مما وضع مؤتمر نزع السلاح في وضع صعب قد يؤثر على مصداقيته باعتباره المحفل التفاوضي الوحيد في شؤون نزع السلاح.

Incidentally, there will soon be the presentation of a book on the CTBT in the CD this morning by Ambassador Jaap Ramaker of the Netherlands, who presided over the successful conclusion of negotiations on the draft treaty as the Chairman of the Ad Hoc Committee on a Nuclear Test Ban.
وبهذه المناسـبة، فإن السفير جاب راماكر (Jaap Ramaker) من هولندا سيقدم قريباً عرْضـاً لكتاب عن هذه المعاهدة في مؤتمر نزع السلاح هذا الصباح. والسفير راماكر هو الذي يرجع إليه فضل نجاح المفاوضات بشأن مشروع المعاهدة بصفته رئيس اللجنة المخصصة لحظر التجارب النووية.

In the Final Declaration, States, inter alia, agree that ratifying States will consider appointing a Special Representative to assist the coordinating State in the performance of its function in promoting the entry into force of the Treaty (Ambassador Jaap Ramaker of the Netherlands was subsequently nominated Special Representative of the Conference.
وفي البيان الختامي، وافقت الدول، في جملة أمور، على أن تنظر الدول المصدقة على المعاهدة في تعيين ممثل خاص ليساعد الدولة المنسقة على أداء مهمتها في تيسير بدء نفاذ المعاهدة (ونتيجة لذلك تم تعيين سفير هولندا جاب راماكر ممثلا خاصا للمؤتمر.
