The European Union fully supports the agreements signed in Belgrade on 16 October 1998 between the Federal Republic of Yugoslavia and the Organization for Security and Cooperation in Europe (OSCE), and on 15 October 1998 between the Federal Republic of Yugoslavia and NATO through negotiations mandated by the Contact Group on the basis of relevant Security Council resolutions, as an important step towards a political solution to the Kosovo crisis.

I welcome the accord reached by the President of the Federal Republic of Yugoslavia and the United States Special Envoy on 13 October 1998 and the agreements of 15 October between the Federal Republic of Yugoslavia and NATO and of 16 October between the Federal Republic of Yugoslavia and the OSCE.

A reply dated 7 May from Foreign Minister Jovanovic reiterated that the mission would be welcome only to discuss the relationship between the Federal Republic of Yugoslavia and OSCE, and the possible return of the OSCE missions of long duration to Kosovo, Sandjak and Vojvodina would not be considered before the participation of the Federal Republic of Yugoslavia in OSCE was restored.

The Security Council, by its resolution 1203 (1998) of 24 October 1998, endorsed the agreement signed on 16 October 1998 between the Federal Republic of Yugoslavia and OSCE, which provided for the deployment of a 2,000-strong Verification Mission in Kosovo to monitor compliance with the relevant Security Council resolutions; OSCE thereby assumed the political lead in dealing with the Kosovo crisis.
وقد أيد مجلس اﻷمن في قراره ١٢٠٣ )١٩٩٨( المؤرخ ٢٤ تشرين اﻷول/أكتوبر ١٩٩٨، الاتفاق المبرم في ١٦ تشرين اﻷول/أكتوبر ١٩٩٨ بين جمهورية يوغوسلافيا الاتحادية ومنظمة اﻷمن والتعاون في أوروبا، والذي ينص على نشر بعثة تحقق قوامها ٠٠٠ ٢ فرد في كوسوفو لرصد الامتثال لقرارات مجلس اﻷمن ذات الصلة؛ وبذلك تولت منظمة اﻷمن والتعاون في أوروبا القيام بدور سياسي قيادي في التعامل مع أزمة كوسوفو.
