While progress in implementing article 5 on the part of many individual States Parties was also recorded at the Cartagena Summit, the Summit expressed the view that the large numbers of States Parties that have requested extensions on their deadlines suggests that there has been only minimal success in overcoming the challenge of clearing or otherwise releasing all mined areas.

4. The request indicates that although the precise locations of all mined areas are known because they were planted by the Chilean Armed Forces, the total amount of area indicated also includes a security perimeter around the mined areas which takes into consideration the radius of a possible anti-personnel or anti-tank explosion.

11. States Parties are resolved to ensure the expeditious identification of all mined areas under their jurisdiction or control and to ensure the clearance and release of these areas as soon as possible, even if an extension has been granted.
11- عقدت الدول الأطراف العزم على ضمان تحديد جميع المناطق الملغومة الخاضعة لولايتها أو سيطرتها تحديداً سريعاً، وضمان تطهير هذه المناطق والإفراج عنها في أقرب وقت ممكن حتى في حالة الموافقة على تمديد المُهل المحددة.

In the Cartagena Action Plan, the States Parties expressed their resolve " to ensure the expeditious identification of all mined areas under their jurisdiction or control and to ensure the clearance and release of these areas as soon as possible, even if an extension has been granted. "
وفي خطة عمل كارتاخينا، أعربت الدول الأطراف عن عزمها على " ضمان تحديد جميع المناطق الملغومة الخاضعة لولايتها أو سيطرتها تحديداً سريعاً، وضمان تطهير هذه المناطق والإفراج عنها في أقرب وقت ممكن حتى في حالة الموافقة على تمديد المهل المحددة " ().

(c) States Parties in the process of implementing Article 5 should report as required annually on the location of all mined areas that contain, or are suspected to contain, anti-personnel mines under their jurisdiction or control, progressively improving the information that is provided.

8. Therefore, under Article 5.3 of the Convention, the Republic of Cyprus herewith submits a request to the Meeting of the States Parties to be held on 3-7 December 2012 in Geneva, for a three year extension of the deadline, i.e. until 1 July 2016, for completing the destruction of all anti-personnel mines known or suspected to be emplaced in all mined areas under its jurisdiction or control.
