68- وكان في هذه المجموعة أصحاب مطالبات آخرون يحملون جوازات سفر أردنية ويدعون أنهم رُدوا على أعقابهم في مكتب برنامج الأمم المتحدة الإنمائي في الكويت لأنهم لم يحملوا وثائق سفر مصرية.

Other claimants in this group who also held Jordanian passports alleged that they went to Amman, Jordan, during the regular filing period in order to file claims because of the closure of the Jordanian Embassy in Kuwait.
69- وادعى نفر من أصحاب المطالبات في هذه المجموعة ممن كانوا يحملون أيضاً جوازات سفر أردنية أنهم سافروا إلى عمان بالأردن أثناء فترة التقديم النظامية بغية تقديم مطالباتهم بعد إغلاق السفارة الأردنية في الكويت.

(c) Arrangements for the assumption of internal security and public order by the Palestinian police force consisting of police officers recruited locally and from abroad (holding Jordanian passports and Palestinian documents issued by Egypt).

They have Palestinian identities, but do not have Palestinian passports (unlike residents of the West Bank). They are carriers of Jordanian passports, but they have not been full Jordanians since 1988.
وهؤلاء يحملون بطاقات هوية فلسطينية ولكنهم غير حائزين على جوازات سفر فلسطينية (على العكس من وضع الفلسطينيين المقيمين في الضفة الغربية) وهم يحملون جوازات سفر أردنية ولكنهم لا يتمتعون بالمواطنة الأردنية الكاملة منذ عام 1988(15).

Having regard to the totality of the information before it, the Panel finds that Palestinian claimants who held Jordanian passports and Kuwait residence permits during the regular filing period and who travelled to Jordan to attempt to file claims through the Government of Jordan, but were not permitted to do so, did not have a full and effective opportunity to file claims.
13- وإذ يضع الفريق في اعتباره مجموع المعلومات المعروضة عليه، يرى أن أصحاب المطالبات الفلسطينيين الذين كانوا يحملون جوازات سفر أردنية وتصاريح إقامة كويتية أثناء فترة التقديم النظامية، وسافروا إلى الأردن لمحاولة تقديم مطالبات عن طريق الحكومة الأردنية، ولكن لم يسمح لهم بذلك، لم تتح لهم فرصة كاملة وفعلية لتقديم مطالبات.
