We also appreciate that, for the first time, the report lists parties that are credibly suspected of committing or being responsible for patterns of rape and other forms of sexual violence in situations of armed conflict, as per the Security Council agenda.
وتقدّر أيضا إدراج التقرير، لأول مرة، للأطراف التي يوجد من الأسباب ما يكفي للاشتباه في ارتكابها أنماطاً من أعمال الاغتصاب أو غيره من أشكال العنف الجنسي أو في مسؤوليتها عن ذلك في حالات النزاع المسلّح المدرجة في جدول أعمال مجلس الأمن.

In paragraph 1 of resolution 1820 (2008), the Council stresses that sexual violence, when used or commissioned as a tactic of war in order to deliberately target civilians or as a part of a widespread or systematic attack against civilian populations, can significantly exacerbate situations of armed conflict and may impede the restoration of international peace and security.
ويؤكد المجلس في الفقرة 1 من القرار 1820 (2008) أن العنف الجنسي، حين يستخدم أو يوعز باستخدامه كوسيلة من وسائل الحرب لاستهداف المدنيين عمدا، أو في إطار هجوم واسع النطاق أو منظم ضد السكان المدنيين، قد يؤدي إلى استفحال حالات النزاع المسلّح إلى حد بعيد، وقد يعوق إعادة إرساء السلام والأمن الدوليين.

The Committee considers that these understandings amount to a reservation to article 1 of the Optional Protocol and therefore reiterates its previous recommendation (CRC/C/OPAC/USA/CO/1, para.7, 2008) that the State Party withdraw them in the interest of improving the protection of children in situations of armed conflict.
12- وتعتبر اللجنة أن هذا " الفهم الخاص " يُعدّ بمثابة تحفظ على المادة 1 من البروتوكول الاختياري وتكرّر بالتالي توصيتها السابقة (CRC/C/OPAC/USA/CO/1، الفقرة 7، 2008) للدولة الطرف بأن تسحبه لصالح تحسين حماية الأطفال في حالات النزاع المسلّح.

Ms. Fahmy (Egypt) said that discrimination and violence against women and girls was a universal phenomenon, but it was even more prevalent in situations of armed conflict and foreign occupation. Socioeconomic and gender inequalities, particularly in education and employment, were especially persistent among rural and older women and those with disabilities.
64 - السيدة فهمي (مصر): قالت إن التمييز والعنف ضد المرأة والفتاة ظاهرة عالمية ولكنها أكثر انتشاراً في حالات النزاع المسلّح والاحتلال الأجنبي، كما أن ضروب المساواة الاجتماعية الاقتصادية والجنسانية، وخاصة في مجالات التعليم والتشغيل ما زالت قائمة بالذات على مستوى المرأة الريفية والمرأة المسنّة والمرأة من ذوات الإعاقة.
