12. The Committee urges the State party to conduct a comprehensive assessment of budget needs and to establish clear budgetary allocations to support activities for the implementation of the National Plan of Action for Children.

The Committee is also concerned about reports that the National Plan of Action for Children has not been sufficiently disseminated, that limited human and financial resources are allocated to implement it and that there is no proper mechanism to monitor its implementation.

14- وقد رحّبت لجنة حقوق الطفل باعتماد خطة العمل الوطنية من أجل الأطفال للفترة 2005-2015 وبالجهود التي بذلتها المملكة العربية السعودية للنهوض بوضع وحقوق الفئات السكانية الأضعف(30).

(b) The adoption of the National Plan of Action for Children 2005-2015 and the State party's recent efforts to promote the status and the rights of the most vulnerable population groups such as children with disabilities;

While welcoming the existence of various plans of action in relation to the Optional Protocol, in particular the National Plan of Action for Children 2005-2015, the National Master Plan for Child Labour 2011-2020 and the National Plan of Action against Trafficking in Children and Women for Sexual and Labour Exploitation, the Committee expresses concern that:
11- بينما ترحب اللجنة بوجود خطط عمل شتى ذات صلة بالبروتوكول الاختياري، لا سيما خطة العمل الوطنية من أجل الأطفال 2005-2015، والخطة الوطنية الرئيسية لعمل الأطفال 2011-2020، وخطة العمل الوطنية لمكافحة الاتجار بالأطفال والنساء لاستغلالهم في أغراض الجنس والعمل، فإنها تعرب عن القلق بشأن ما يلي:

With regard to child protection, UNICEF technical support for the Government led to the promulgation of a law on sexual assault and female genital mutilation in 2009 and, in 2010, to adoption of the Juvenile Justice Act, appointment of a juvenile court judge and development of the National Plan of Action for Children in Djibouti.
7 - وفي مجال حماية الطفل، أفضى الدعم الفني الذي قدمته اليونيسيف إلى الحكومة إلى سن القانون بشأن مكافحة العنف الجنسي وختان الإناث في عام 2009، وإلى التصويت، في عام 2010، على القانون المتعلق بقضاء الأحداث وإلى تعيين قاض للأطفال، ووضع خطة العمل الوطنية من أجل الأطفال في جيبوتي.

13. CRC welcomed the adoption of the National Plan of Action for Children (2005-2015), and urged Nepal to allocate sufficient resources for its effective implementation.

17. In 2004, CRC noted with appreciation, inter alia, the adoption the National Plan of Action for Children and Adolescents (2003 - 2015).

15. The Committee strongly recommends that the State party ensure that the National Plan of Action for Children and Adolescents (2002-2011) forms, in an explicit and clearly identifiable way, part of its overall planning efforts, including the National Plan for Human Development.

36. During his visit to the Occupied Territories, the independent expert met with representatives of the Palestinian Authority in Ramallah and Gaza (including the Minister of Women's Affairs and the Coordinator of the National Plan of Action for Children), members of the Palestinian Legislative Council and representatives from local and international NGOs.

The Committee, while welcoming the adoption of the National Plan of Action for Children (20052015), remains concerned that the current security concerns in the State party which have significantly shifted resources away from basic social services, may hamper the implementation of this National Plan of Action.

80. the National Plan of Action for Children for the period 2004-2015, devised by the Council on the Rights of the Child, defined overall national policy with regard to children, drawing on the four basic principles of the Convention on the Rights of the Child: the right to life, survival and development; the best interests of the child; protection from discrimination; and the right to participation.
