In the judgement of the Special Rapporteur, for the purposes of the current study of State succession and its impact on the nationality of natural and legal persons, it would be appropriate to keep the categories which the Commission adopted for the codification of the law of succession of States in respect of matters other than treaties rather than those it arrived at when considering the topic of Succession of States in respect of Treaties.
