- All States shall take the measures necessary to prevent entry into or transit through their territories of such individuals, provided that nothing in this paragraph shall obligate a state to refuse entry into its territory to its own nationals, or, if such individuals are found within their territory, shall ensure in accordance with applicable law that they are available for interview by the Commission if it so requests;

Decides that, for an initial period of one year from the date of the adoption of this resolution, all Member States shall take the necessary measures to prevent the entry into or transit through their territories of individuals designated by the Committee established pursuant to paragraph 19 below, provided that nothing in this paragraph shall oblige a State to refuse its own nationals entry into its territory;
15 - يقرر أن يتخذ جميع الدول الأعضاء، لفترة أولية مدتها سنة واحدة اعتبارا من تاريخ اتخاذ هذا القرار، ما يلزم من تدابير لمنع دخول أراضيها من جانب الأفراد الذين تحددهم اللجنة المنشأة عملا بالفقرة 19 أدناه أو عبورهم منها، شريطة ألا يكون في هذه الفقرة ما يلزم أي دولة برفض دخول رعاياها إلى أراضيها؛

Such provisions were not controversial; States had the sovereign right to determine who could enter their territory and under what conditions and likewise had the important responsibility of protecting the human rights of migrants in their territory and of accepting the return of their nationals.
