35- وحددت لجنة حقوق الإنسان في قرارها 1998/77 معايير الخدمة البديلة وأوصت الدول بأن " تستحدث من أجل المستنكفين بدافع الضمير من الخدمة العسكرية أشكالاً مختلفة من الخدمة البديلة تتفق مع أسباب الاستنكاف الضميري، وتكون ذات طابع غير قتالي أو ذات طابع مدني لتحقيق الصالح العام وليست ذات طبيعة عقابية " .

In resolution 1993/84, the Commission reminded States with a system of compulsory military service of its recommendation that they introduce various forms of alternative service for conscientious objectors and emphasized that " such forms of alternative service should be of a non-combatant or civilian character, in the public interest and not of a punitive nature " .
وذكرت اللجنة في قرارها 1993/84 الدول التي لديها نظام للخدمة العسكرية الإلزامية بتوصيتها الداعية أن تستحدث الدول أشكالاً مختلفة من الخدمة البديلة لأجل المستنكفين ضميرياً وشددت على أن " هذه الأشكال من الخدمة البديلة ينبغي أن تكون ذات طابع غير قتالي أو ذات طابع مدني تحقق الصالح العام ولا تكون ذات طبيعة عقابية " .

The Association of Greek Conscientious Objectors (AGCO) reported that Law 3883/2010, introduced in September 2010, provided for a duration of civilian service which was twice as long as the military one and thus punitive in nature.
وقالت رابطة اليونانيين المستنكفين ضميرياً إن القانون رقم 3883/2010، الذي صدر في أيلول/سبتمبر 2010، ينص على أن مدة الخدمة المدنية هي ضعف مدة الخدمة العسكرية، ومن ثم فهي ذات طبيعة عقابية.
