As Spain embarks on its first term in the Chair of the Conference on Disarmament, I would like first of all to devote some words to the fine work accomplished by my predecessor in the Chair.

I share the assessment of my predecessor: taken together, the three documents constitute a realistic basis for a programme of work.

48. I also gave the force of law to the constitutional amendments agreed by political parties during my predecessor's tenure in March 2002, and imposed in April in both the Federation and the RS.
