On peacekeeping, there has been much discussion on the restructuring of the Department of Peacekeeping Operations (DPKO), which eventually saw the creation of a new Department of Field Support, the establishment of the Office of the Rule of Law and Security Institutions in the DPKO, integrated operational teams and a number of new shared mechanisms.

In view of United Nations efforts to establish an integrated approach to the rule of law in which the police play a central role and the system-wide responsibilities that have been assigned to the Department of Peacekeeping Operations, it is proposed to create a new post of Assistant Secretary-General heading the Office of Rule of Law and Security Institutions in the Department.

Under rule 39 of its provisional rules of procedure, the Council extended invitations to Dmitry Titov, Assistant Secretary-General for Rule of Law and Security Institutions in the Department of Peacekeeping Operations, and Frank Majoor, Chairman of the Sierra Leone Configuration of the Peacebuilding Commission and Permanent Representative of the Netherlands.

4. At the 19th meeting, on 29 October, the Assistant Secretary-General for Rule of Law and Security Institutions in the Department of Peacekeeping Operations made an introductory statement (see A/C.4/64/SR.19).

The Secretary-General proposes the abolishment of three posts in the Standing Police Capacity tenant unit in Brindisi, comprising one Training Adviser (P-4), one Police Reform Officer (P-3) and one Investigations Officer (P-3) and to establish them under the support account in the Police Division of the Office of Rule of Law and Security Institutions in the Department of Peacekeeping Operations.

On 7 May, the Assistant Secretary-General for Rule of Law and Security Institutions in the Department of Peacekeeping Operations, Dmitry Titov, briefed the Security Council on the situation in Sierra Leone, the work of the United Nations Integrated Office in Sierra Leone and the mandate for the proposed successor office, the United Nations Integrated Peacebuilding Office in Sierra Leone (UNIPSIL).

The establishment of the Office of Rule of Law and Security Institutions in July 2007 has fostered an integrated approach to mandated tasks in the areas of policing, justice and corrections, disarmament, demobilization and reintegration, security sector reform and mine action and supported the development of guidance, training and tools that will improve the delivery of rule of law and security institution mandates in the field.
