Many Parties also noted the lack of appropriate institutions and infrastructures to conduct systematic data collection, poor coordination within and/or between the different government departments and agencies, the absence of universities and/or research centres in smaller, poorer countries, and other cases where existing universities were not engaged in vulnerability and adaptation assessment work.
