Mr. Zhong Shukong added firstly that draft conventions were a very serious undertaking and would be legally binding and therefore the views of all Member States should be solicited and secondly that the draft convention should now be transmitted to the Commission on Human Rights for comments by member States and relevant intergovernmental and non-governmental organizations.
وأضاف السيد زونغ شوكونغ قائلاً أولاً إن مشاريع الاتفاقيات مشاريع جدية للغاية وستكون ملزمة قانونياً ومن ثم ينبغي أن تلتمس آراء كافة الدول اﻷعضاء، ثانياً، ينبغي أن تحال مشاريع الاتفاقية اﻵن إلى لجنة حقوق اﻹنسان لالتماس تعليقات الدول اﻷعضاء والمنظمات الحكومية الدولية وغير الحكومية المعنية.

26. Mr. Zhong Shukong expressed the opinion that the scope of " reparations " found in draft articles 2 to 5 of the principles was far too wide and that the reparation dealt with in draft article 8 should be provided in accordance with the law of the State concerned.

73. Mr. Zhong Shukong highlighted that the abolition of the death penalty should be considered a gradual process, as long as it was carried out in conformity with the rule of law, and that it was important to bear in mind country-specific conditions which might influence the timetable for the abolition of the death penalty.
٣٧- وبين السيد زونغ شوكونغ أنه ينبغي اعتبار إلغاء عقوبة اﻹعدام عملية تدريجية طالما أنها تنفذ طبقاً لحكم القانون، وأن من اﻷهمية بمكان أن تؤخذ في الاعتبار ظروف البلد الخاصة التي قد تؤثر في الجدول الزمني ﻹلغاء عقوبة اﻹعدام.
