36. In its decision 17/119 and resolution 23/3, the Council requested OHCHR to provide an annual report on the operations of the Voluntary Fund for Participation in the universal periodic review.

20. In its decision 17/119, the Human Rights Council requested OHCHR to provide a report on the operations of the Voluntary Fund for Participation in the Universal Periodic Review and the Voluntary Fund for financial and technical assistance in the implementation of the universal periodic review.

The present report is submitted in accordance with Human Rights Council resolution 16/22 and decision 17/119, in which the Council requested the secretariat to provide an annual written update on the operations of the Voluntary Fund for Participation in the Universal Periodic Review and on the resources available to it.
1- يقدم هذا التقرير عملاً بقرار مجلس حقوق الإنسان 16/22 ومقرره 17/119، اللذين طلب فيهما المجلس من الأمانة أن تقدم معلومات محدثة سنوية عن عمليات صندوق التبرعات الخاص بالمشاركة في الاستعراض الدوري الشامل وعن الموارد المتاحة له.

20. In early 2012, OHCHR management initiated an internal review aimed at assessing the feasibility of merging the Voluntary Fund for Participation in the Universal Periodic Review with the Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review, both of which were established in accordance with Human Rights Council resolution 6/17.

29. In its decision 17/119, the Human Rights Council requested OHCHR to provide a report on the operations of the Voluntary Fund for Participation in the Universal Periodic Review and the Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review.

23. Throughout the first universal periodic review cycle, the Voluntary Fund for Participation in the universal periodic review has been used to finance the participation of requesting Member States in the relevant sessions of the Working Group on the Universal Periodic Review.
