1.3 For effective implementation of subparagraphs 2 (d) and (e) of the resolution, a State must criminalize the use of its territory for the purpose of financing, planning and facilitating of terrorist acts against other States or their citizens even though no related terrorist acts have actually been committed or attempted.

Paragraph 2 (d) of the Resolution 1373 also stipulates that: " All States shall prevent those who finance, plan, facilitate or commit terrorist acts from using their respective territories for those purpose against other States or their citizens " .

16. Such assistance is prohibited under resolution 1907 (2009), which effectively prohibits support from Eritrea to armed opposition groups which aim to destabilize the region, as well as harbouring, financing, facilitating, supporting, organizing, training or inciting individuals or groups to perpetrate acts of violence or terrorist acts against other States or their citizens in the region.
